David leads Arete’s government relations strategy and develops and manages the company’s relationships with the U.S. government, including federal law enforcement agencies, the intelligence community, the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency, the Department of the Treasury, Congress, and the Administration. He serves as Arete’s spokesperson and point of contact for governmental collaboration and inquiries. 

Prior to Arete, David was the deputy assistant secretary of the Treasury for Cybersecurity and Critical Infrastructure Protection, where he led a team focused on safeguarding the private financial services sector from cyber threats that could impact U.S. national and economic security. He also served in the U.S. Army for over three decades as an intelligence officer, retiring as a major general. While serving as the first director of operations for U.S. Cyber Command, he led the operational framing and establishment of the command that is responsible for the operations and defense of all Department of Defense networks and the planning and execution of offensive cyber operations for the Department of Defense.
